Chair Maloy moved to pass S.B. 11 out favorably. S.B. 11 Property Rights Ombudsman Act Amendments(Pitcher, S.) Rep. Burton moved to approve the minutes of the February 24, 2026, meeting. 1st Sub. H.B. 386 Immigration Amendments(Shepherd, L.) 1 - H.B. 386 Bill Analysis Rep. Lisa Shepherd presented the bill and answered questions from the committee. Rep. Burton moved to pass 1st Substitute H.B. 386 out favorably. Chair Maloy assumed the chair. H.B. 543 Uniform Commercial Code Amendments(Kyle, J.) Cochair Kyle presented the bill and answered questions from the committee. Rep. Ivory moved to replace H.B. 543 with 1st Substitute H.B. 543. Rep. Ivory moved to pass 1st Substitute H.B. 543 out favorably. 1st Sub. S.B. 149 Licensing Modifications(Weiler, T.) Sen. Todd Weiler and Michelle Palmer, President, Private Investigators Association of Utah, presented the bill and answered questions from the committee. Cochair Kyle assumed the chair. Mark Steinagel, Managing Director, Department of Commerce, provided public comment. Chair Maloy moved to replace 1st Substitute S.B. 149 with 2nd Substitute S.B. 149. Rep. Thurston moved to pass 2nd Substitute S.B. 149 out favorably. Chair Maloy moved to adjourn. Cochair Kyle adjourned the meeting at 8:53 a.m.
