Recording 1 Chair Millner called the meeting to order at 03:33 p.m. Sen. Kwan moved to approve the minutes from the August 7, 2026, meeting. Appointment of Mark Shepherd to the Private Activity Bond Review Board: Mark Shepherd introduced himself, discussed his background and qualifications, and responded to questions from the committee. Sen. Owens moved to favorably recommend to the full Senate the appointment of Mark Shepherd as a member of the Private Activity Bond Review Board. Appointment of Catherine Wong to the Board of Economic Opportunity: Catherine Wong introduced herself, discussed her background and qualifications, and responded to questions from the committee. Sen. Kwan moved to favorably recommend to the full Senate the appointment Catherine Wong as a member of the Board of Economic Development. Sen. Kwan moved to adjourn. Chair Millner adjourned the meeting at 3:48 p.m.
