Recording 1 Chair Owens called the meeting to order at 12:03 p.m. Committee Business Sen. Hinkins moved to approve the minutes of the August 7, 2026, meeting. Consideration of the Appointment of Lauren VanderWerff for the Air Quality Board Lauren VanderWerff, Environmental Team Lead, Chevron, provided an opening statement and answered questions from the committee. Sen. Hinkins moved to favorably recommend to the full Senate the appointment of Lauren VanderWerff to the Air Quality Board. Consideration of the Appointment of Brad Welch for the Drinking Water Board Brad Welch, mayor, Fairview City, provided an opening statement and answered questions from the committee. Nathan Lunstad, director, Division of Drinking Water, answered questions from the committee and provided public comment. Sen. Hinkins moved to favorably recommend to the full Senate the appointment of Brad Welch to the Drinking Water Board. Consideration of the Appointment of Colby Pace for the Utah Conservation Commission Colby Pace, rancher, Coalville, provided an opening statement and answered questions from the committee. Wade Garrett, Vice President, Utah Farm Bureau, provided public comment. Sen. Sandall moved to favorably recommend to the full Senate the appointment of Colby Pace to the Utah Conservation Commission. Consideration of the Appointment of Dave Evans for the Utah Conservation Commission Dave Evans, rancher, Arcadia, provided an opening statement and answered questions from the committee. Wade Garrett provided public comment. Sen. Sandall moved to favorably recommend to the full Senate the appointment of David Evans to the Utah Conservation Commission. Consideration of the Appointment of Tonya Bigelow for the Utah Conservation Commission Tonya Bigelow, city council member, Green River, provided an opening statement. Sen. Hinkins moved to favorably recommend to the full Senate the appointment of Tonya Bigelow to the Utah Conservation Commission. Consideration of the Appointment of Angelo P. Giardino for the Compassionate Use Board Angelo P. Giardino, Presidential Professor and Chair, Department of Pediatrics, University of Utah, provided an opening statement and answered questions from the committee. Sen. Plumb moved to favorably recommend to the full Senate the appointment of Angelo P. Giardino to the Compassionate Use Board Consideration of the Appointment of Hannah Freeze as the Great Salt Lake Commissioner Hannah Freeze, Interim Great Salt Lake Commissioner, provided an opening statement and answered questions from the committee. Public comment was heard from: Wade Garrett; Brian Steed, Vice President for Government and External Relations, Utah State University; Jordan Nielson, director, Great Salt Lake Rising; Marcelle Shoop, Saline Lakes Program Director, National Audoban Society; Joel Ferry, representing his personal views; and Kael Weston, resident. Sen. Riebe moved to favorably recommend to the full Senate the appointment of Hannah Freeze as the Great Salt Lake Commissioner. Consideration of the Appointment of Hannah Freeze for the Board of Water Resources Hannah Freeze provided an opening statement. Joel Williams, Director, Division of Water Resources, provided public comment. Sen. Sandall moved to favorably recommend to the full Senate the appointment of Hannah Freeze to the Board of Water Resources. Consideration of the Appointment of Jamie Barnes for the Department of Natural Resources Jamie Barnes, Director, Division of Forestry, Fire, and State Lands, provided an opening statement and answered questions from the committee. Public comment was heard from: Kael Weston; Wade Garrett; Brian Steed; Joel Ferry; and Marcelle Shoop. Sen. Sandall moved to favorably recommend to the full Senate the appointment of Jamie Barnes as Commissioner of the Department of Natural Resources. Other Items/Adjourn Sen. Riebe moved to adjourn. Chair Owens adjourned the meeting at 1:40 p.m.
