Recording 1 Chair Harper called the meeting to order at 11:05 a.m. Committee Business Sen. Riebe moved to approve the minutes of the February 9, 2026, meeting. Chair Harper spoke on the changes to the Utah Transit Commission and gave a brief overview of commission duties and term lengths. Review the Proposed Appointment of Mike Caldwell as a Representative for the Transit Commission Mike Caldwell, former Mayor, Ogden City, gave an opening statement and answered questions from the committee. Cameron Diehl, Executive Director, Utah League of Cities and Towns, spoke to the appointment. Andrew Gruber, Executive Director, Wasatch Front Regional Council, spoke in favor of the appointment. Bob Stevenson, Commissioner, Davis County, spoke in favor of all the appointments to the Utah Transit Commission. Paul Ray, Government Relations Director, Utah Transit Authority, spoke in favor of the appointment. Sen. Ipson moved to favorably recommend to the full Senate, the appointment of Mike Caldwell to the Utah Transit Commission. Review the Proposed Appointment of Jeff Silvestrini as a Representative for the Transit Commission Jeff Silvestrini, former Mayor, Millcreek, gave an opening statement and answered questions from the committee. Andrew Gruber spoke in favor of the appointment. Cameron Diehl spoke to the appointment. Paul Ray spoke in favor of the appointment. Sen. Riebe moved to favorably recommend to the full Senate, the appointment of Jeff Silvestrini to the Utah Transit Commission. Review the Proposed Appointment of Muriel Xochimitl as a Representative for the Transit Commission Muriel Xochimitl, President and CEO, X-Factor Strategic Communications, gave an opening statement and answered questions from the committee. Jonathan Knapton, Director of Public and Government Relations, Mountainland Association of Governments, spoke in favor of the appointment. Cameron Diehl spoke to the appointment. Andrew Gruber spoke in favor of the appointment. Paul Ray spoke in favor of the appointment. Sen. Riebe moved to favorably recommend to the full Senate, the appointment of Muriel Xochimitl to the Utah Transit Commission. Other Items/Adjourn Sen. Ipson moved to adjourn. Chair Harper adjourned the meeting at 12:14 p.m.
