Committee Business 1:15 - 1:20PM Recording 1 Chair Jack called the meeting to order at 01:38 p.m. Rep. Brooks moved to approve the minutes from the June 17, 2026 meeting. Draft Legislation: Energy Procurement Amendments 1:20 - 1:40PM Rep. Peterson assumed the chair. 2 - Draft Legislation "Energy Procurement Amendments" (V000) (Drafter: S. Elder) Rep. Jack presented the draft legislation for "Energy Procurement Amendments", with the assistance of Nathaniel Johnson, Executive Director, Utah Rural Cooperatives Association, Mike Squires, Managing Director, Government Affairs, Utah Associated Municipal Power Systems, Thom Carter, Vice President, Government of Affairs at Rocky Mountain Power, and answered committee questions. Chair Peterson opened for public comment. Josh Craft, Director, Government Relations and Public Affairs at Utah Clean Energy spoke to the draft legislation. Rep. Albrecht moved to favorably recommend draft legislation "Energy Procurement Amendments" Chair Jack resumed the chair. KODA Resources 1:40 - 2:00PM 3 - KODA Resources Presentation (KODA) Kristen Lingley, Manager, External Relations and Government Affairs, KODA Resources, provided an overview of the company, and introduced Andrea Lyons, Manager, Commercial Business Development for Midstream, and answered committee questions. Andrea Lyons provided an overview of KODA operations and answered committee questions. Large-load Users: Schedules 32 and 34 2:00 - 2:35PM 4 - Tariff Schedules 32 and 34 Presentation (Public Service Commission) Jerry Fenn, Chair, Public Service Commission, provided an explanation and an overview of Tariff Schedules 32 and 34, and introduced Yvonne Hogle, Executive Staff Director, Public Service Commission, and answered committee questions. Thom Carter briefly introduced Craig Eller, Senior Vice President of Business Development and Customer Experience at Rocky Mountain Power to the committee and answered committee questions. Craig Eller provided an update on Schedules 32 and 34 in the context of recent legislative changes for large loads under S.B. 132 "Electric Utility Amendments" (2025 General Session) and answered committee questions. Energy and Economic Scenarios for Utah's Coal County Report 2:35 - 3:05PM 5 - Economic Impacts on Utah's Coal County (Energy and Geoscience Institute) Kody Powell, Associate Director, Energy and Geoscience Institute, provided an overview of Energy and Economic Scenario planning for Utah's Coal Country, including the economic impacts of energy transitions, the role of coal power within the regional economic ecosystem, and potential future energy pathways, and answered committee questions. Nate Lloyd, University of Utah Gardner Policy Institute, provided an overview of economic impact modeling, direct, indirect, and induced effects of the economy, and answered committee questions. Pratt Rogers, Chair, Mining Engineering Department, Energy and Geoscience Institute, provided an overview of additional minerals that could be co-located, and co-produced in the Emery Country area, and answered committee questions. A Performance Audit of Salt Lake City Airport Cybersecurity 3:05 - 3:30PM 6 - SLC Airport Cyber Audit Presentation (Office of Legislative Auditor General) 6 - SLC Airport Cybersecurity Audit (OLAG) Jess Martinson, Audit Manager, Office of the Legislative Auditor General, presented on the Performance Audit of Salt Lake City Airport Cybersecurity, and introduced Chris McClelland, Aduit Supervisor, Cyber Security, Office of the Legislative Auditor General, and Brandon Checketts, Staff, Office of the Legislative Auditor General, and answered committee questions. Brandon Checketts provided an overview of a recent cyberattack on Salt Lake City Airport and what led to that attack and answered committee questions. Chris McClelland provided an overview on improvements the airport and city can make and answered committee questions. Stray Current and Voltage Impacts to Livestock 3:30 - 3:45PM 7 - Stray Current and Voltage Presentation (Office of Legislative Research and General Counsel) Vanessa Goodman, Research Assistant, Office of Legislative Research and General Counsel, provided an overview of stray current and voltage impacts to livestock and answered committee questions. Rep. Peck moved to open a committee bill to address stray voltage. Rep. Peck withdrew her motion after the committee discussed if it should be a committee bill or a personal bill. Rep. Peterson moved to adjourn. Chair Jack adjourned the meeting at 3:53 p.m.
