Recording 1 Chair Musselman called the meeting to order at 8:34 a.m. Data Security Jacqui Nelson, CEO, DekkoSecure, shared information on and recommendations for data security in law enforcement. Eric Young, Retired Ogden Police Chief, shared information from his work in the data security area and answered committee questions. Committee Business Rep. Stoddard moved to approve the minutes of the June 17, 2026, meeting. Chair Musselman announced that the committee chairs opened "Law Enforcement Technology Amendments" as a committee bill file, which addresses different technologies used by law enforcement. Public Safety Sunset Amendments 2 - Public Safety Sunset Amendments (V003) (Drafter: S. Larson) Shad Larson explained 2027 draft legislation "Public Safety Sunset Amendments" (V003). Rep. Wilcox moved to favorably recommend as a committee bill "Public Safety Sunset Amendments" (V003). First Responder Mental Health 4 - FY26 Mental Health Resources Compliance HB 0416 (2026) Annual Report Survey Results (Department of Public Safety (DPS)) Beau Mason, Commissioner, Department of Public Safety (DPS), introduced the agenda item and shared information on the Mental Health Resources for First Responders Restricted Account. He also answered committee questions. Mary Kellog, State Grant Administrator, DPS, shared results from a survey assessing availability of mental health resources for first responders in Utah and shared information on the grant program available to provide the mental health resources. She also answered committee questions. Mike Berg, Retired Parowan Police Chief, shared his experience working with law enforcement and mental health resources and gave recommendations for providing resources to more first responders. He also answered committee questions. Michael Pellegrino, Founder, Resilient Minds on the Front Lines, shared his experience with mental health issues while working in law enforcement in New Jersey. He also answered committee questions. Rob Czepiel, CEO, Resilient Minds on the Front Lines, shared his experience working at the attorney general's office in New Jersey and the mental health policies and procedures he worked on as well as his experience in his current role. He also answered committee questions. Department of Criminal Justice Report on State Agency Reviews 5 - Summary of Court Filing (Charges) Activity for Statutes Identified in 2026 HB353 Agency Statute Review (DOCJ) 5 - State Agency Criminal Statute Review 2026 (Department of Criminal Justice (DOCJ)) Liz Klc, Deputy Commissioner, Department of Criminal Justice (DOCJ), shared results from the state agency criminal statute review and recommendations for changes from each agency. Childhood Trauma & the Juvenile Justice System 6 - Juvenile Justice (Office of Legislative Research and General Counsel (OLRGC)) Lacey Johnson provided information on juvenile justice practices in other states for juvenile offenders who are also victims. 6 - Trauma & the Juvenile Justice System (DOCJ) Van Nguyen, Executive Director, Juvenile Justice and Initiatives, DOCJ, shared information on Utah's juvenile justice system and provided data concerning trauma in youths in the juvenile justice system. She also answered committee questions. Pam Vickrey, Executive Director, Utah Juvenile Defender Attorneys, shared further data on youths in the juvenile justice system and answered committee questions. Correctional Facility Drug Policies 7 - Correctional Facilities Drug Policies (Utah Department of Corrections (UDC)) Jared Garcia, Commissioner, Utah Department of Corrections (UDC), and Mike Schoenfeld, Deputy Commissioner, UDC, shared challenges UDC faces with drugs in correctional facilities and processes they use for drug testing for staff and inmates. They also answered committee questions. Dr. Marcus Wisner, Director of Correctional Health Services, Department of Health and Human Services, answered committee questions. Sen. Ipson moved to adjourn. Chair Musselman adjourned the meeting at 11:16 a.m.
