Chair Wilcox called the meeting to order at 9:00 a.m. Recording 1 Rep. Wilcox announced that the chairs opened a committee bill file, "Speedy Trial Amendments," which addresses an individual's right to a speedy trial. DNA Program Funding 2 - CODIS Offender DNA Funding (Utah Department of Public Safety (DPS)) Commissioner Beau Mason, DPS, gave a high-level overview of CODIS (Combined DNA Index System) and explained some of the potential issues being faced with how the system is currently funded. He also answered committee questions. Amy Newman, Laboratory Director, Utah Bureau of Forensic Services, DPS, shared some examples of how CODIS has helped solve different cases. She also answered committee questions. General Duties of the Search and Rescue Advisory Board Sunset Review 3 - Search and Rescue Advisory Board Sunset Review Presentation (DPS) Kris Hamlet, Director, Division of Emergency Management, DPS, and Sheriff Nathan Curtis, Sevier County, gave an overview of the work done by the Search and Rescue Advisory Board. They also answered committee questions. Committee Business Rep. Stoddard moved to approve the minutes of the May 20, 2026, meeting. Grid Resilience Committee Sunset Review 4 - Grid Resilience Committee Sunset Review Presentation (DPS) Kris Hamlet and Casey Coleman, Chair, Grid Resilience Committee, Division of Public Utilities, Department of Commerce, gave an overview of the work done by the Grid Resilience Committee. They also answered committee questions. Rep. Colin Jack shared his perspective on how prepared Utah is when it comes to electrical grid issues and cybersecurity. Construction Fraud 5 - Construction Fraud Task Force Presentation (Division of Consumer Protection) Blake Young, Assistant Director, Division of Consumer Protection and Justin Morrill, Assistant Attorney General, Utah AG's Office, shared data on construction fraud, shared information on how the Construction Fraud Task Force is working to address issues across the state and talked through the legal and regulatory sides of how to prove and handle construction fraud. They also answered committee questions. Extending the Statute of Limitations on Patterns of Unlawful Activity 6 - Statute of Limitations Presentation (Utah Attorney General's Office (Utah AG's Office)) Jessica Smith, Division Director, Financial Crimes Unit, Utah AG's Office, talked about patterns of unlawful activity and different statutes of limitations issues including reasons why victims sometimes don't report before the statute of limitations run out. Utah Attorney General Prosecution Council Sunset Review 7 - Utah Prosecution Council Sunset Review Presentation (Utah AG's Office) Stewart Young, Criminal Deputy Attorney General, Utah AG's Office, and Robert Church, Director, Utah Prosecution Council, gave an overview of the Utah Prosecution Council and the council's work. Emerging Technologies Utilized by Law Enforcement 8 - IRIS (Intelligence Reentry Intervention Safety) Presentation (Utah Department of Corrections (UDC)) Nate Mutter, Chief of Investigations, Utah AG's Office, and Chair, Law Enforcement Legislative Committee (LELC), introduced the agenda item. Alma Sweeny, Divisions Commander, Investigations Division, Salt Lake Police Department (SLPD), shared information on how the SLPD uses drones. Tanner Jensen, Chief of Investigations, DPS, shared information on the use of facial recognition technology and brought up a few transparency issues currently being addressed. Christian Napier, Director of AI, Division of Technology Services, Department of Government Operations, talked about the use of AI and how it could help with cybersecurity issues in the state. He also talked about the implementation of AI use trainings and policies for state employees. Cody Stromberg, Chief of Police, Herriman, and Chair, Technology Working Group, LELC, answered a committee question related to body cam videos and the use of AI. He also shared some thoughts on general guidelines or policies for the use of technology by law enforcement. David Weloth, Director, Real Time Crime Center, Ogden Police Department, explained how new technologies are being used to assist the crime center's work. Other items/adjourn Sen. Ipson moved to adjourn. Chair Wilcox adjourned the meeting at 11:41 p.m.
