Recording 1 Chair Jack called the meeting to order at 01:17 p.m. Rep. Owens moved to approve the minutes from the May 20, 2026 meeting. Draft Legislation: Nuclear Energy Consortium Sunset Repeal 1:15 - 1:25PM 2 - Draft Legislation "Nuclear Energy Consortium Sunset Repeal" (V003) (Drafter: S. Elder) Sen. Owens spoke on the bill to remove the Nuclear Energy Consortium Sunset. Emy Lesofski, Chair, Utah Energy Council spoke in favor of supporting the bill. Sen. Owens moved to favorably recommend as a committee bill "Nuclear Energy Consortium Sunset Repeal." Natural Gas Pipeline Capacity Study 1:25 - 1:55PM 3 - Western Interstates Overview (Williams Company) Joseph Hulse, Vice President, Western Interstates Commercial at Williams Company, provided an overview of the company and its operations, explained that Questar Pipeline’s Utah assets are owned by Williams Company, a coast-to-coast natural gas pipeline operator, and answered committee questions. Chair Owens assumed the chair. Chair Jack resumed the chair. 3 - Kern River Gas Transmission PowerPoint (Kern River Gas Transmission) Bob Checketts, Vice President, Operations and Engineering at Kern River Gas Transmission provided an overview of the company and its operations and answered committee questions. Enbridge Gas 1:55 - 2:15PM 4 - Enbridge Gas Update (Enbridge Gas) Jen Robison, Manager, Government Affairs at Enbridge Gas, made the committee aware that the company had a change in leadership in the Salt Lake office, with Heidi Bredenholler-Prasad as the new president and introduced Austin Summers, Director, Regulatory and Pricing at Enbridge Gas. Austin Summers gave an update on recent rate changes, changes in costs to customers, provided context on broader natural gas market conditions, and addressed how these factors affect Utah customers, and answered committee questions. Utah Energy Council Update 2:15 - 2:45PM 5 - Utah Energy Council Motion Handout (Utah Energy Council) Emy Lesofski, Director, Office of Energy Development, and Chair at the Energy Council, provided an overview of recent Energy Council changes and reviewed the motion handout authorizing Intermountain Power Agency (IPA) to issue a Request for Proposal (RFP) for the sale of the coal units to a private party, subject to Energy Council oversight and answered committee questions. Balcony Portable Solar Generation Devices Safety Standards 2:45 - 3:15PM 6 - Portable Solar Generation Devices Balcony Solar (Utah Rural Electric Cooperative Association) 6 - Interactions of Plug-In PV Safety Whitepaper (UL Solutions) Nathaniel Johnson, Executive Director at Utah Rural Electric Cooperative Association, provided an overview of Utah’s net metering law and the provisions of H.B. 340 "Solar Power Amendments" (2025 General Session), including safety concerns on how this legislation applies to net metering in Utah. Mike Squires, Director, Government Affairs at Utah Associate Municipal Power Systems, echoed what Nathaniel Johnson had previously said which is the concern for the safety and liability for consumers, and introduced Tad Smallcomb, Engineering Manager at Provo City Power. Tad Smallcomb recommends to add something to code that address portable solar generation devices. Thom Carter, Vice President, Government Affairs at Rocky Mountain Power, provided thoughts focused on safeguards for portable solar generation devices established in the legislation, including concerns regarding compliance with those provisions and introduced Jake Barker, Managing Director of Transmission and Distribution Grid Planning and Power Quality, and answered committee questions. Jake Barker provided an update on installed devices that may not meet the requirements established in the bill, including a review of whether those devices comply with Utah's net metering laws and answered committee questions. Representative Raymond Ward spoke on his bill H.B. 340 "Solar Power Amendments" (2025 General Session) and answered committee questions. Rep. Albrecht moved to open a committee bill to either address the flaws in the current legislation or repeal the bill until the technical questions get answered. The committee discussed the motion and Rep. Peterson asked, with the limit on committee bills, if this could be a personal bill file instead. Rep. Albrecht agreed to Chair Jack running the bill as a personal bill file instead of a committee file. No vote was held. Utah Energy & Geoscience Institute Update 3:15 - 3:45PM 7 - Energy, Environment, and Economic Modeling for State Energy Planning (Energy & Geoscience Institute) Kody Powell, Associate Director, University of Utah Energy and Geoscience Institute, provided an overview of what the Institute provides and answered committee questions. Sen. Hinkins moved to adjourn. Chair Jack adjourned the meeting at 3:52 p.m.
