Recording 1 Chair Musselman called the meeting to order at 8:34 a.m. Committee Business 1 - Open and Public Meetings Act Overview (Office of Legislative Research and General Counsel (OLRGC)) 1 - 2026 Passed Bills (OLRGC) 1 - 2026 Study Items, Sunsets, and Audits (OLRGC) Sen. Ipson moved to approve the minutes of the November 19, 2025, meeting. 1 - 2026 Law Enforcement and Criminal Justice Interim Committee Updates (OLRGC) Lacey Johnson gave a brief overview of the Open and Public Meetings Act and the committee's study items for the 2026 interim. Rep. MacPherson asked a question concerning the study item list and potential overlap and coordination with the Judiciary Interim Committee. Lacey Johnson answered a committee question. Rep. MacPherson moved to approve the study item list as presented. Taylor Calabrese explained a change related to the number of bill files the committee can open during interim and reminded the committee of the option to vote to allow the chairs to open committee bill files. Sen. Ipson moved to authorize the chairs to open committee bill files. Taylor Calabrese went through the sunset items that the committee is required to review this year and reminded the committee of how staff can assist committee members via research, connecting with stakeholders, etc. POST Training Facility 2- POST Training Facility Presentation (Department of Public Safety (DPS)) Beau Mason, Commissioner, Department of Public Safety (DPS), introduced the agenda item and gave brief background information on the current Peace Officer Standards and Training (POST) facility. Travis Rees, Director, POST, talked through some of the challenges at the current POST facility, including capacity issues. He also answered committee questions. Beau Mason brought up a few other issues with the current training facility and shared location options that DPS is looking at to build a new facility. He also explained each phase of the process to complete the entire facility and answered committee questions. UDC Sunset Reviews Rebecca Brown, Deputy Commissioner, Utah Department of Corrections (UDC), and Bart Mortensen, Division Chief, Reentry and Rehabilitation Division, UDC, recommended that the Correctional Postnatal and Early Childhood Advisory Board and a required report on treatment and program opportunities to reduce recidivism be allowed to sunset. Chair Wilcox assumed the chair. Rep. Ballard requested that UDC collaborate more with the Division of Adult Probation and Parole (AP&P) on reentry, recidivism, and parole data. Medical Cannabis Use by Individuals Under AP&P Supervision Spencer Turley, Deputy Commissioner, UDC, and Josh Draper, Assistant Chief, AP&P, UDC, recommended a change to statute to ensure that AP&P officers have access to criminal justice databases and other information they need regarding medical cannabis card holders. Rep. Ballard brought up other issues she's seen with medical cannabis cards and how they could be addressed by the Legislature. Rep. Wilcox and Sen. Ipson asked questions about current caseloads for AP&P. Chair Musselman resumed the chair. Public Safety Interagency Agreement Sunset Review 5 - Public Safety Update (Salt Lake City Police Department (SLCPD)) Brian Redd, Chief, Salt Lake City Police Department (SLCPD), shared statistics and data from the SLCPD and how the Public Safety Interagency Agreement is working. He also answered committee questions. Sen. Ipson shared his appreciation for the work SLCPD and DPS have done. Rep. Ballard shared her appreciation for the work being done and made a few recommendations going forward. Beau Mason shared his perspective on the interagency agreement between DPS and SLCPD and recommended that it sunset. The committee discussed concerns regarding letting the agreement sunset versus extending it. Speedy Trial Introduction 6 - Introduction to Speedy Trial Law (Utah Attorney General's Office (AGO)) Stewart Young, Criminal Deputy Attorney General, Office of the Utah Attorney General (AGO), and David Simpson, Division Director, Criminal Appellate Division, AGO, provided background information on the constitutional right to speedy trial and possible considerations and potential issues with current speedy trial statutes. They also answered committee questions. Mark Moffat, Defense Lawyer, Defense Lawyers Association, shared his perspective as a defense lawyer on speedy trial issues. Model School Resource Officer Agreements Rep. Wilcox introduced the agenda item. Matt Pennington, State Security Chief, DPS, highlighted potential issues in current code concerning a model agreement for School Resource Officers. Other Items/Adjourn Sen. Ipson moved to adjourn. Chair Musselman adjourned the meeting at 10:59 a.m.
