Recording 1 Chair Vickers called the meeting to order at 5:01 p.m. Rep. Brooks moved to approve the minutes of the October 14, 2025, meeting. 2026 General Session Overview - Medical Cannabis Related Legislation 2 - 2026 Cannabis Legislation Summary Seth Anderson provided an overview of cannabis related legislation considered during the 2026 General Session. Medical Cannabis Use by Individuals Under Adult Probation and Parole Supervision Carolina Herrin, Legislative Affairs Director, Department of Corrections, and Josh Draper, Assistant Chief, Adult Probation and Parole, spoke about medical cannabis use by individuals under the supervision of Adult Probation and Parole. Shannon Thoman-Black, Director of the Division of Licensing and Background Checks, Department of Health and Human Services, answered questions from the working group. Medical Cannabis Policy Advisory Board Update 3 - Medical Cannabis Policy Advisory Board Recommendations (Utah Patients Coalition) Desiree Hennessy, Chair, Medical Cannabis Policy Advisory Board, provided an update on recommendations from the board. Agency Update Brandon Forsyth, Specialized Products Director, Department of Agriculture and Food, and Cody James, Specialized Products Deputy Director, Department of Agriculture and Food, provided updates on statutory changes from the 2026 General Session. Federal Marijuana Scheduling Changes Rebecca Rockwell, Commissioner, State Tax Commission, and Angie Hillas, Senior Director of Tax and Revenue, State Tax Commission, provided an update on the tax implications of cannabis scheduling changes. Misty Smith, member, Center for Medical Cannabis Research, provided an update on the research implications of cannabis scheduling changes. Public Employee Medical Cannabis Use Lance Haynie, Santa Clara City, asked the working group for direction on managing public employees when medical cannabis use impacts the workplace. Public comment was heard from: Melissa Hinton, resident, St. George; Blake Smith, CEO, Zion Pharmaceuticals; and Desiree Hennessy. Medical Cannabis Services and Product Advertising Allen Roth, Director of Compliance, Curaleaf, provided input on issues related to the advertising of medical cannabis services and products Tom Lewis, Chief Operating Officer, Lotus Health, provided public comment. Sen. Owens moved to adjourn. Chair Vickers adjourned the meeting at 6:27 p.m.
