Recording 1 Call to Order Chair Loubet called the meeting to order at 01:24 PM. Office of Inspector General of Medicaid Services Update Marvin Dodge, Commissioner, Utah Department of Government Operations, and Nate Checketts, Inspector General, Office of Inspector General (OIG) of Medicaid Services presented an update on OIG. 3. OIG Update on Efforts to Eliminate Medicaid Fraud, Waste, and Abuse Rep. Thurston asked for details regarding coordination amongst the state's auditing entities, with responses from Nate Checketts and Marvin Dodge. Approval of Minutes Rep. Shepherd moved to approve the minutes of June 16, 2026. Tax Commission License Plate Design Update Jason Gardner, Deputy Executive Director, Tax Commission, presented an update on the license plate redesign project. 4. Tax Commission License Plate Design Update Presentation The subcommittee provided comments and asked questions about the license plate designs. Jason Gardner and Sen. Dan McCay responded. Accountable Budget Process - Department of Commerce Alejandra Rodriguez presented the Accountable Budget Process recommendations for the Department of Commerce. 5. ABP Commerce and PSC August 2026 Presentation 5. ABP Commerce and PSC Recommendations Table Rep. Thurston asked for clarification on the agency's position, with a response from Peter Wells, Finance Director, Department of Commerce. Rep. Thurston asked about a potential statutory change. Alejandra Rodriguez continued the presentation. Rep. Thurston inquired about the purpose of the nonlapsing balance, with a response from Margaret Busse, Executive Director, Department of Commerce. Rep. Cutler asked a clarifying question regarding the Office of Professional Licensure Review, with a response from Margaret Busse. Alejandra Rodriguez continued the presentation. Accountable Budget Process - Public Service Commission Alejandra Rodriguez presented the Accountable Budget Process recommendations for the Public Service Commission. 5. ABP Commerce and PSC August 2026 Presentation 5. ABP Commerce and PSC Recommendations Table Senate Chair Vickers assumed the chair. Rep. Thurston asked about Relay Utah, with responses from Jerry Fenn, Commission Chair, Public Service Commission and Gary Widerburg, Commission Administrator, Public Service Commission. Accountable Budget Process - DGO Non-ISF Entities Ivan Djambov presented the Accountable Budget Process recommendations for the Department of Government Operations' (DGO) Non-Internal Service Fund entities. 7. ABP DGO Non-ISF Entities Recommendations Rep. Thurston asked a clarifying question regarding personal data collection, with a response from Ivan Djambov who then continued the presentation. Rep. Shepherd provided comment. Chair Vickers asked the agency for feedback on the staff recommendations. Marvin Dodge responded. Rep. Thurston and Chair Vickers asked follow-up questions, with responses from Marvin Dodge. Other Business There was no other business. Adjourn Rep. Stoddard moved to adjourn. Chair Vickers adjourned the meeting at 03:30 PM.
