Recording 1 Call to Order Chair Ward called the meeting to order at 8:36 a.m. Approval of Minutes Rep. Fiefia moved to approve the minutes from the February 9th and 11th, 2026 meetings. Accountable Base Budget Review - DHHS Operations Accountable Process Budget Review - June 2026 - Preliminary Analysis 1 Sean Faherty reviewed Base Budget for the Department of Health and Human Services (DHHS) Operations. Chair Ward asked for clarification on a graph, and Sean Faherty responded. Rep. Pace requested information on the percentage of change in appropriations over the years, and Sean Faherty said he would provide the information. Rep. Chevrier asked how to obtain more detailed budget information, and Sean Faherty responded. Accountable Base Budget Review - DHHS Division of Child and Family Services Kevin Edminster explained the Accountable Base Budget review for the Division of Child and Family Services (DCFS). Rep. Peck asked for information on personnel costs, and Kevin Edminster responded. Rep. Pace requested future information on the change in number of cases, and Kevin Edminster responded. Rep. Fiefia asked for information on the funding for children adopted from foster care, and Kevin Edminster and Tonya Myrup, Director, DCFS, responded. Sen. Buss requested staff put together information on state post-support for adoption, and Kevin Edminster responded. Rep. Peck asked if there is a base amount provided for parents who adopt from foster care, and Kevin Edminster responded. Kevin Edminster continued with the presentation. 4a. DCFS Audit Update June 2026 Tonya Myrup provided an update on the actions taken by DCFS in response to the audit. Rep. Fiefia asked if child safety outcomes are tracked, and Tonya Myrup responded. Rep. Peck asked about obtaining feedback from care givers, and Tonya Myrup responded. Tonya Myrup wrapped up the presentation. Update on Division of Services for People with Disabilities report on Invitation to Submit Offer 5a. Report on DSPD ISO Process Angie Pinna, Director, Division of Services for People with Disabilities (DSPD), provided an update on the Invitation to Submit Offer Report. Rep. Fiefia commented on the need for transparency in the process for selecting placements, and Angie Pinna responded. Chair Ward asked for clarification on the ability of clients to choose providers, and Angie Pinna responded. Accountable Base Budget Review - Provider Reimbursement Information System for Medicaid 6b. NCSL Medicaid System Upgrades Russell Frandsen reviewed the Accountable Base Budget for the Provider Reimbursement Information System for Medicaid, and noted that the acronym is PRISM, not prison. Rep. Chevrier asked what accounts for the annual increase in costs, and Jason Stewart, Operations Director, PRISM, and Chair Ward responded. Russell Frandsen continued with the review. Rep. Peck requested clarification on the use of nonlapsing funds, and Jason Stewart and Russell Frandsen responded. Chair Ward asked for information regarding federal matching for PRISM and the program's implementation, and Jason Stewart and Russell Frandsen responded. Russell Frandsen continued with the review. Rep. Chevrier asked if there are other programs better than PRISM, and Chair Ward and Russell Frandsen responded. Rep. Dailey-Provost asked how much money the State has invested in PRISM, and Russell Frandsen said he would provide the information. Update on Identifying Payment of Provider Preventable Conditions 7a. Report on UOIG Provider-Preventable Conditions Julie Ewing, State Medicaid Director, updated the Subcommittee on the response by DHHS to the audit. Update on Hybrid Unified Preferred Drug List Julie Ewing provided an update on the Hybrid Unified Preferred Drug List. Waiver Status for Targeted Adult Medicaid Population 9a. Utah Continuous Eligibility Letter 05.01.26 9b. Continuous Eligibility Letter Julie Ewing discussed the waiver status for Targeted Adult Medicaid (TAM) population. Chair Ward requested clarification on the waiver requests, and Julie Ewing responded. Rep. Peck asked how TAM users can access regular Medicaid, and Julie Ewing responded. Sen. Escamilla asked how many people would be impacted by the loss of TAM funds and if it could impact homelessness and recidivism, and Julie Ewing responded. Rep. Chevrier and Rep. Peck stated that concern over the potential loss of TAM funds was alarmist. Chair Ward asked for a discussion on community engagement, and Julie Ewing responded and provided information on continuous eligibility. Sen. Plumb suggested we keep the human factor in mind when looking at data. How are State Epidemiologists Coordinating with Local Health Departments 10a. Epidemiologist Coordination Report from DHHS 10b. DHHS State and Local Coordination of Epidemiologist Work Janae Duncan, Director, and Melissa Dimond, Assistant Director, Division of Population Health, provided information on how state epidemiologists coordinate with local health departments. Rep. Peck asked about the Division's request for funds, and requested she be kept in the loop. Tuberculosis - Alternatives to Two Dedicated Beds 11a. Tuberculosis Options Report 11b. DHHS TB Options Slides Janae Duncan turned the time over to Jeff Eason, Director, Office of Communicable Disease, to explain the treatment of tuberculosis (TB) patients. 11b. DHHS TB Options Slides Rep. Pace asked for information on the cost of TB beds, and Jeff Eason responded. Rep. Peck asked for clarification on the utilization of TB beds, and Jeff Eason and Chair Ward responded. Rep. Pace asked where active TB cases come from, and Jeff Eason responded. Correctional Health Services Costs 12a. CHS Daily Rate Agency Presentation 12b. CHS Fiscal Note Add On LFA Presentation Kevin Edminster discussed Correctional Health Services Cost Assessment. Rep. Gricius asked which subcommittee handles the costs of Correctional Health Services, and Sean Fahety responded. Other Business No additional business was discussed. Adjourn Sen. Balderree moved to adjourn. Chair Ward adjourned the meeting at 11:02 a.m.
