Recording 1 Call to Order/Approval of Minutes Chair Brammer called the meeting to order at 08:41 AM. Accountable Process Budget a. Department of Corrections Nate Osborne gave an overview of the Accountable Process Budget for the Department of Corrections (DOC). i. DOC Jail Contracting Nate Osborne presented the Accountable Process Budget and the staff recommendations for the DOC Jail Contracting line item. Jail Contracting Accountable Budget Slides Call to Order/Approval of Minutes Sen. Harper moved to approve the minutes of the February 11 and June 16, 2026 meetings. Accountable Process Budget a. Department of Corrections (continued) ii. DOC Re-Entry and Rehabilitation Nate Osborne presented the Accountable Process Budget and the analyst recommendations for the Department of Corrections Re-Entry and Rehabilitation line item. Re-Entry and Rehab Accountable Budget Slides House Chair Petersen assumed the chair. Rep. Miller asked about re-entry and rehabilitation, with a response from Nate Osborne. Chair Petersen asked if legislation is needed for the analyst recommendation, with a response from Nate Osborne. iii. DOC Utah Correctional Industries (UCI) Nate Osborne presented the Accountable Process Budget and analyst recommendations for the DOC Utah Correctional Industries (UCI) line item. Rep. Acton asked about Utah Correctional Industries space expansion, with a response from Nate Osborne. Rep. Ballard commended UCI and asked about getting technology education credits, future expansion, and expressed that there are great opportunities with education credits. Rep. Dunnigan asked about funding of expansion through their own revenue sources, and asked if prices are increased, will demand be met, with a response from Nate Osborne. iv. DOC Adult Probation and Parole Nate Osborne presented the Accountable Process Budget and analyst recommendations for DOC's Adult Probation and Parole line item. AP and P Accountable Budget Slides b. Board of Pardons and Parole i. Board Operations: Analyst Presentation and Agency Response Gary Syphus presented the Accountable Process Budget and recommendations on the Board Operations for the Board of Pardons and Parole. 2bi. BoPP 2026 APB Review Rep. Romero asked about consolidating victim service notifications with the Board of Pardon's with more extensive coverage. Gary Syphus responded and then continued with the explanation of the analysts recommendations. Rep. Acton asked about the effect of deportation with incarceration or parole, with a response from Gary Syphus. Rep. Romero commented that conversations about interpretative services for those undocumented and deported, need to be considered carefully. Senate Chair Brammer resumed the chair. Department of Corrections Community Correctional Centers Update Jared Garcia, Commissioner, Department of Corrections, expressed appreciation to staff for the work they do for the Department of Corrections and said the presentation today was an update on the Community Correctional Centers. Rebecca Brown, Deputy Commissioner, Department of Corrections, gave a presentation on the Community Correctional Centers with comments from Jared Garcia. DOC Community Correctional Centers Update Rep. Romero asked about the Fortitude facility, with a response from Rebecca Brown and Jared Garcia. Rep. Miller asked what the subcommittee can do to get the wait lists reduced, with a response from Jared Garcia and Rebecca Brown. Rep. Ballard commented on the community correctional facilities, and asked about measuring recidivism, with responses from Jared Garcia and Rebecca Brown. Rep. Acton asked about Community Correctional Centers, with a response from Rebecca Brown. Accountable Process Budget b. Board of Pardons and Parole (continued) ii. Board Report: Self-Assessment Tool and Victim Notification Program Gary Syphus gave an overview of a report from the Board of Pardons and Parole. 2bii. Accountable Budget Process Questions for Board of Pardons and Parole Blake Hill, Chair, Board of Pardons and Parole (BOPP), introduced Brittany Karzen, Director of Outreach and Transparency, BOPP. Brittany Karzen reported on the Victim Notification Program and Self-Assessment Tools. BOPP APB Presentation Rep. Ballard asked about incentives for time cuts, requests for incarcerated write-ups, and My Voice victims, with a response from Brittany Karzen and Blake Hill. Rep. Miller asked how the subcommittee can help resolve board hearings, with a response from Brittany Karzen. Subcommittee Required Report: DPS Sexual Assault Kit Report Amy Newman, Director, State Crime Lab, Utah Department of Public Safety (DPS) presented the required report on the DPS Sexual Assault Kit processing. 4. Sexual Assault Kit Processing - FY 2026 Sen. Harper asked about "letters to consume", and commented that it needs to be done quickly, and the need to get funding for this to be done with 60 days. Amy Newman responded. Rep. Ballard gave a shout out to Rep. Romero for the hard work on the sexual assault kits and being an advocate for victims. Amy Newman responded. Rep. Miller asked about a timeline on getting "letters to consume", with a response from Amy Newman. Other Business/Adjourn There was no other business. Rep. Miller moved to adjourn. Chair Brammer adjourned the meeting at 10:48 AM.
