Recording 1 Call to Order/Approval of Minutes Chair Michael Petersen called the meeting to order at 8:39 am, and noted that introductions will be given later, and the minutes will be approved when there is a quorum. 2026 General Session Funding Review Gary Syphus presented a funding review of recommended reductions prioritized during the 2026 Legislative Session, and the priority list items that were funded. 2a. CJ Subcommittee Reductions - Proposed vs Actual 2b. CJ Subcommittee Priority vs Funded Sen. Owens asked if there was anything on the priority list that surprised the analyst, with a response from Gary Syphus. Gary Syphus explained the 2026 Budget of the State of Utah. 2c. BOTSU Accountable Process Budget Gary Syphus gave an overview of the Accountable Process Budget. 3. CJ APB Overview Presentation Nate Osborne gave an overview and review of the Department of Corrections 2026 Accountable Budget Process. 3b.Corrections LFA Slides Rep. Ballard expressed appreciation for the work and leadership of Director Garcia and recommended a comparison of performance measures for the halfway houses and the Community Correctional Centers (CCC) to prevent recidivism. Sen. Owens asked about which CCC's are most successful and why, and what can be done to make others successful. Nate Osborne continued the presentation with Inmate Placement Program (Jail Contracting). Rep. Lisonbee asked if there was data for fiscal year 2025, with a response from Nate Osborne. Rep. Dunnigan asked to see the line item of the Davis County Jail High School Diplomas. Rep. Ballard asked about ICE detainees housed in our facilities, and about the alignment of retreatment, counseling, and records between facilities. Rep. Lisonbee commented on the data on ice detainees or federal marshals, and Nate Osborne continued the presentation. Sen. Owens asked about supplemental programs, and which are best, with a response from Nate Osborne. Nate Osborne continued the presentation. Rep. Ballard asked how many other jobs are available other than Utah Correctional Industries, and the connection of education to getting jobs after inmates are released, with a response from Shane Welsh, Director, Utah Correctional Industries (UCI). Jeff Mottishaw, Finance Director, Department of Corrections gave a presentation on the Corrections Budget Process and Internal Controls. 3c. Corrections Agency APB Slides Sen. Ipson commended the department on staffing and the improvement in morale, with a response from Jeff Mottishaw. Rep. Acton asked about tracking data on the jobs the inmates do in prison with the jobs they get into after they're released, with a response from Shane Welsh. Shane Welsh gave a presentation on Utah Correctional Industries. 3c. UCI Agency Presentation Sen. Owens commented on the variety of goods made and would like to see them expand. Chair Petersen asked about the revenue made with UCI offsetting the cost of the program, with a response from Shane Welsh, who then continued the presentation. Gary Syphus gave an overview of the 2026 Accountable Process Budget on the Board of Pardons and Parole (BOPP). 3bi. Board of Pardons Accountable Budget Process Chair Petersen asked about the goals developed with a response from Gary Syphus, who then continued the presentation. Chair Petersen asked how recidivism is defined, with a response from Gary Syphus who then continued with the presentation. Jennifer Yim, Administrator, BOPP, introduced Joe Giacalone, Finance Director, BOPP, and introduced a presentation on the BOPP. Joe Giacalone gave a presentation on the BOPP Budget Process and Internal Controls. 3bii. BOPP APB Presentation Rep. Miller asked about guideline outcome differences, with a response from Jennifer Yim. Rep. Ballard asked for a breakdown on the guideline outcome differences, and the barriers, with a response from Jennifer Yim. Rep. Lisonbee asked about the history of the parole trend over past years with a response from Jennifer Yim. Sen. Owens commented that the Legislature wants to partner in getting the numbers down and reduce the risk to society, with a response from Jennifer Yim. Rep. Miller asked for clarification on enhancements, with a response from Jennifer Yim. Rep. Dunnigan asked why making accurate sentencing guidelines hasn't been done, with a response from Jennifer Yim. Rep. Lisonbee commented that this is a system and safety issue, not a BOPP issue, Sen. Owens commented on the good discussion, and everyone involved needs to agree to work on the sentencing guidelines, with a response from Jennifer Yim. Rep. Dunnigan asked about the 6-month contact and hearing, with a response from Jennifer Yim and Rep. Lisonbee. Chair Petersen commented that the BOPP will be back in August. Rep. Miller asked if the guideline outcome difference indicators can be broken down, with a response from Jennifer Yim. Rep. Lisonbee asked about the risk assessment, and what factors are utilized for public safety, with a response from Jennifer Yim. Subcommittee Required Reports Gary Syphus introduced the subcommittee required reports. Michael Drechsel, Assistant State Court Administrator, Administrative Office of the Courts, referred to the committee the meeting materials and especially item 4, Number of Automatic Expungement Orders Issued, and explained that report. 4ai. Courts Expungement Report Marcus Yockey, Director, Utah Bureau of Criminal Identification, Utah Department of Public Safety (DPS), gave comments on the expungement report. 4aii. DPS Expungement Report Rep. Ballard asked for an analysis of how other states handle expungements and to look at those who are currently on the list for expungements, with a response from Marcus Yockey. Greg Holly, Colonel, Utah Highway Patrol, DPS, gave a brief presentation on Law Enforcement Technology for the Department of Public Safety. 4b. Law Enforcement Technology Report Chair Petersen asked about Shot Dot, with responses from Greg Holley. Kris Hamlet, Director, Division of Emergency Management, DPS reported on the response, recognition, and post-disaster mitigation restricted account. 4c. DPS - Response, Recognition, and Post-Disaster Mitigation Restricted Account Report Other Business/Adjourn Chair Petersen asked the subcommittee to introduce themselves since there are new members. Sen. Ipson moved to adjourn. Chair Petersen adjourned the meeting at 11:23 am.
